Written by James Andrew Lewis at the Center for Strategic and International Studies (CSIS) and Götz Neuneck at the Institute for Peace Research and Security Policy, this report is divided into two parts: Part one observes the different actors engaging with cybersecurity; Part two focuses on threats and the potential for confidence-building measures in cyberspace. 

Part 1 is further divded into two chapters: Cybersecurity and cyberwarfare: assessment of national doctrine and organization; and Assessment of international and regional organizations and activities.

Part 2 is divided into three chapters: Civilian and military cyberthreats: shifting identities and attribution; Types of confidence-building measures; and Towards TCBMs in the cybersphere.
