David Ulph is Professor of Economics and Head of the School of Economics and Finance at the University of St Andrews. He has previously been Professor of Economics and Head of the Department of Economics at the University of Bristol and University College London. From 2001-2006 he was Director of Analysis and Research at Inland Revenue (subsequently HM Revenue and Customs) where he lead a team of around 320 analysts advising the Chancellor, Ministers, HM Treasury and HMRC on all aspects of tax policy and tax administration.
He has a wide range of research interests in economics, but the main areas of current research are: taxation, particularly the issues of tax avoidance and tax policy; economics of innovation particularly links between competition and innovation, and the role of knowledge and information sharing; and environmental economics, particularly climate change.
